The problem is, the only people who suffer for any real penalty is the fans. The owners responsible can just sell on, they've usually achieved their goal of washing money anyway. There’s nobody manning that car park anymore. It’s pay by phone or in reception. They waited for the police until midnight but, understandably, wanted to just go home.
