SJM staying on as chairman

Can someone enlighten me as to who is now in charge of the Club?
Whereas SJM seems to be Chairman he has passed ownership to the Russian who seems to have gone AWOl,physically although he may be in touch electronically. Are there constraints upon him passing the 51% to another party assuming British law will not be applicable elsewhere? And, given today's display, who has authority to sack the Manager?
Really the lack of information coming from the Club, given its importance, is alarming .
