The 13th best in fact. Chile are 16th best - so not really a shock especially as Chile are reigning champions having won the last 2 Copas.

You said it was a 'major shock' that Chile beat Colombia.

Chile are the reigning Copa America champions and also won the Copa America before that too. Colombia have not beaten Chile in their last 9 (NINE) competitive games. Colombia went ahead of Chile in the FIFA rankings in the past year or so, before that Chile were ahead and the 2 have not been all that far apart on the rankings for years. In 2016 Chile were ranked the 3rd best team in the world.

These 2 teams are not considered to be miles apart, though recent history obviously has Chile down as the more successful of the 2. For these teams to draw a competitive game and then one knock the other out on penalties is not a major shock at all.
