Royals and Racers Getting ridiculous now, games played at home by National league North and South teams who come in this round have to be played behind closed doors, while if they are away fans will be in attendance.

...so essentially non-STEP02 clubs drawn at home to 'Elite' (STEP02) clubs can only admit their own fans (and neutrals. )
I can anticipate most ties of this nature will be going advanced ticket sales only, with a cap on attendance.
Looking at a couple of other ties, lower level clubs are making their ties all ticket/advanced sales only - regardless of the 'Elite' or otherwise status of the opposition.
