Respect to STAR, this is a significant endeavour to man STAR HQ for all these times. Is it right that the hut doesn’t have a window? I’d hate to be stuck in there and not be able to see out, especially on match days with all the fans walking past. How about a fans appeal to raise funds to buy STAR HQ a window?

Out of interest, what do you class as 'youth'.

Thats a big shame, as going on the official coaches will be seen as safe by most parents.

What do the new rules say STAR?

Im 14. My dad can't make away games, so I sign up for STAR so I can go on the coach. Now I find out I won't be allowed on my own. Why didn't STAR say anything before I signed up?

We do have windows, two in fact, but they are at the back of the unit. They overlook the retail park.

It is all to do with child protection. Anyone that comes in to contact with children in a working environment, school teachers etc have to have a CRB (criminal records bureau)check.
That in itself is not a problem, its the length of time it takes to process the check. anything up to three months.
That would make it impossible for us to function. We have excellent stewards, but a really big game where there was a need for extra coaches at short notice also means extra stewards.

STAR CAMPAIGNS could probably be more specific.

In the eyes of the law anyone under eighteen is NOT an adult.

fair comment The Cat. I don't believe this legislation has only come into force this week.

As long as you are with responsible adults , there will not be a problem, the key word here is unaccompanied.

CRB's no, but the implications for STAR as far as taking unaccompanied youths has only recently been brought to our attention.

It is a sign of the times we live in I am afraid.

Hmmm, many folk will have had CRB checks already, it is time that those that have had them were given proof.

I assume RL has been checked, so in theory she could accompany under 18's on the coaches?

It seems silly that people have to have a check for each different event that they might have to be in charge of children..

I wonder what the implication is at the grounds, surely the responsible adult still has to have responsibility during the match for said youngsters?

I've had the checks yes. I can understand the sad need for this nowadays, but you could argue that if the "responsible" adult isn't the parent of the under 18, then they should have CRB checks too - where will it end.

It is a very frustrating situation all round.

Another scenario for you. If a youth(male or female) should be arrested at a game, the steward may well find themselves in the situation of having to stay behind and be the "responsible adult" Or if the youth were taken ill, staying behind until such time as a parent could get there.

These are some of the responsibilities that stewards may have to deal with.

There are people in STAR who have been CRB checked but as STAR TRAVEL has said we would have to get ALL possible stewards checked as when there is immense demand (like the play-off in Cardiff) we would not have time to get volunteers checked in time.

In addition a CRB check for one purpose cannot be used for another so each one would have to be run through the check again even if they have been already passed. We don't make the rules, and we have members with some experience but even then we are all on a learning curve with these new laws.

In fact RFC brought it to our attention when they were informed at a football meeting that some people believe it applies to football grounds, so for your last point there are some who believe that unaccompanied youths under 18 should not be allowed into any game!

It may well be that given time the pendulum will swing back but as far as we understand the law we will not be able to allow anyone under 18 to travel unaccomanied unless the steward of the coach is CRB checked and takes responsibility for minors in the near future. We are not prepared to ask volunteers to take that responsibility.

If there is someone out there who can give us chapter and verse about it and show that we are wrong we are only too happy to listen as we have not got the relevant expertise on the Board and so our interpretation may not be correct. However, saying it is crazy and so can't be true is not enough, and another club I am involved with has changed its rules so that under 18s have to be accompanied by a parent or guardian!
