EFL apparently agree in principle to shut the window for permanent transfers prior to the season but loan signings can continue up until the end of August.

Seems like a sensible compromise, could be abused I guess as a player could just join a club on loan and sign permanently during the next window.

It does seem daft selling him to your main domestic rival when the other power houses must've shown an interest.

Apparently in addition to the £15m transfer fee, Barkley's agent got £7m.
I'm guessing that the mayor is alleging that the transfer falling through in the summer (Barkley 'changed his mind' at the last minute) was a ruse by which to benefit Chelsea and the agent.

If reports are correct and Arsenal are set to get money + Henrikh Mkhitaryan, that should be the deal they accept.
