As far as I can see, if all of Group A qualify normally, then they just go down into Group B.

Presumably the teams relegated from Gorup A (GeROFLmany) are in the running for group A playoff spots, not group B

So, assuming the current top 20 all qualify normally through the UEFA 2020 qualifying,

Your 4 'group A' teams would be Slovakia, Turkey, Rep Ireland, Norn Iron
Your 4 'group B' teams would be Scotland, Norway, Serbia and Finland
Your 4 'group C' teams would be Bulgaria, Israel, Hungary and Romania
and your 4 group D teams would be Georgia, Macedonia, Kosovo and Belarus

You'll still be able to apply through UEFA, don't think they've opened the ballot for that yet. If not, sure you'll be able to pick some up of a tout. Will be a good atmosphere out there whatever happens anyway.
