Why do our shirts not have hoops on the back? I haven't seen Newcastle, or Blackburn for example following the so called ruling for a plain back. So what's the deal?

I haven't bought shirt for the last 4 seasons and I won't until it's fully hooped. Do other stripey teams like Sheffield U. or Newcastle have the same daft plain back of the shirt? A ridiculous ruling. The front of our shirt is ok but they made a real mess of the sleeves. I still prefer white shorts...
