There's more ways of making money than purely housing. You obviously make a few quid on the development upon completion, but the ongoing revenues (council tax) goes elsewhere. better to have something that generates revenue in the longer term, whilst still owning the land.
Put it this way, were I looking at maximising the madstad site, I'd put things there that Reading lacks.
A proper Olympic-size, all singing, all dancing, swimming/diving complex, complete with flumes.
Our local council will never be able to afford to replace the Central Pool. They would rip the arm off any developer prepared to take our existing facilities out of the last century. Ditto an Ice rink. Both projects circumnavigate the community use stipulation, and would get planning approved in a heartbeat.
A football club that owned these facilities on top of a hotel would then be an attractive proposition going forward. That's what I'd look at, anyway

This isn't my area of expertise but FWIW I'll have a go at replying. We did look at it last autumn and thought a) in our case it wouldn't be very helpful b) it probably does not apply to us in the current (sale of club) circumstances and c) it could prove counter-productive.

This is what Supporters Direct (the parent body for trusts) has to say regarding a):

“The Community Right to Bid is not designed to force landowners wishing to sell to do so to some person or organisation they do not wish to sell to, nor will it force them to sell at an inferior price. There is no restriction on the freedom of landowners to sell to whomever they choose after the six months have expired and there is no right of first refusal for community interest groups. In fact the owner can sell the asset for less than the community bid if they wish, which is one of the weaknesses of the act.” So the nett of that is it gives us (STAR / all supporters) 6 months to raise the value of the stadium - what's that, £20m? - with no guarantee that after the most gargantuan fund-raising effort ever that we'd be able to buy the stadium.

Regarding b) there appears to be an exclusion on even applying this 6 month moratorium if the asset disposals are being made as part of a business sold as a going concern - which is the case with ever on-going sale of RFC.

Regarding c) going through this application process is a fairly public act which prospective purchasers will quickly become aware of. Would this be more or less likely to encourage them to make the purchase of RFC? Would RFC fans generally appreciate STAR chucking what it itself considered a small and ineffective spanner in the works of the immensely complicated sale process at this delicate stage? Given b) and c) we thought we'd keep this issue on the back-burner.

Part of me just wants a straight forward British owner who wants to run the club on a breakeven basis. No external investment, no big transfer fees, no high wages.

Ok, so that would probably be the end of our Premier League dreams but at least we could have some respect in the club and it's owners. I'd rather go to games with 18,000 people each week who like the players and believe in the club rather than be part of some billionaires' toy set.

A flume on top of a hotel - sounds excellent !

I would agree that major leisure style complex would be a top ption - ice rink, bolwing, cinema, theatre et etc. Make a real 'entertainment quarter'. The whole greyhound stadium site could be roped in as well. Anyone fancy investing ?
