Personally I don't think a 30 minute cool off period would make a lot of difference if you look at some cases where the spouting off has still been going on days afterwards!

This should be something the FA & Premier & Football Leagues stand up to and take strong action over esp. if remarks are not withdrawn or apologies made very soon afterwards.
