Leeds had the top tier closed for a number of years at that time though.

Saves stewarding and cleaning costs if you're not going to sell it enough to cover the costs. Concentrate supporters into other stands.

So it was a case of not being able to sell out enough that they closed an area, it wasn't a safety issue or ongoing redevelopment of that part of the ground?

If they had it closed because they weren't selling enough tickets to make it viable then it's hardly a defence for not selling out against us.

I see THE BIGGEST TEAM IN THE SOUTH, now place to increase capacity to by 8,000, making it the SECOND BIGGEST ground in the South.

The official line from Ken Bates (before the season started) was the cost to insure the top tier. They were playing in the third tier of English football and they felt that they would never need to house more than 31000 fans. Also as Dirk says, cost of opening it up when they could pack the fans in downstairs.
