If I sent an email to someone at work and they read it, I then jumped on their computer and deleted it from their inbox and deleted items is it 100% irretrievable?

We use Microsoft Outlook and emails are stored on a server of the small IT company we use.

Our emails/diarues don't sync with our phones so we don't use exchange - I am not sure if this is relevant.

Depending on the version of Exchange being used an administrator could restore it as far as i know but think that maybe in the later versions?

Depends what was in the email. You definitely need to share what was in the email with us.
