how would their expulsion effect relegation? Do they finish bottom and are one of 2 teams to go down as usual? are they booted out and they run a 23 team league for a season with 2 still going down then 3 coming up?

I guess it would be the former? Not too sure though.

Would it just mean relegation though? Presumably they could be thrown out of the league altogether meaning a 23 team division 3 (L1) with three relegated while
Division 4 (L2) would just have the one relegation place.

Meanwhile Bury would have to seek election to another league.

Oh it would absolutely mean booting out the league. I am just talking more about what happens to their place in the league. Not allowing them to have played a game leaves the FA's options quite open

The former - you'd just have one team relegated this season rather than two.

As an aside and not 'financial crisis', Man City's paltry £315k fine for tapping up academy players is laughable.

Going on what has happened in the past - Bury wll simply never have existed as far as the 2019/20, so each team will play 44 games. It will likely through up an anomoly at the end of the season in that Bury's last 2 games are Pompey and Fleetwood - both fancied to be around the play-offs this year (or auto) - could see Fleetwood play their final league game on 25th April and potentially have a 10 day gap to the play-off semi finals. Would that be a blessing or a curse?

As for other matters, would expect 3 to go down from L1 and usual promotion from L2 - open question would be if the decide to remove a relegation spot from L2 or decide to award a 3rd spot from the National League. Would probably prefer the latter as better to reward a good side than protect a poor one.

Other than maybe at feeder league level, when leagues will accept clubs to make up the numbers, I think vacant spots are always filled by reprieving clubs from relegation, not promoting extra ones.
