Orion1871 Lewandowsky stops three times in his run up and misses a penalty, but the French keeper is penalised for coming off his line, it's retaken, and Lewandowsky scores whilst doing the exact same run up.
The laws are far stricter on keepers than they are on penalty takers.

Yep it was nonsense. Either change the rule so that the penalty taker isn't allowed to stop/stutter his run up or allow the keeper to move forward off his line once the taker stops/stutters.

But isn' t the point of a penalty that it is meant to be difficult for the keeper to stop the pen. Generally it is given due a foul/hand ball that has stopped the opposition from creating a chance or scoring.
As a result of that, the offended team get a big chance to score, the keeper has a chance to stop it of course but the overwhelming advantage is meant to be with the side taking the kick, so I have no problem with it.

Scrap penalties, just award penalty goals.
Then teams will avoid making the fouls and rely on the attackers to miss/keeper to save, problems solved.

BBC England go through as group winners.
Denmark finish second with Slovenia third - both sides go through.
They finished level on points, goal difference, goals scored and disciplinary record (6-6 on yellow cards).
The next tie breaker was who had the best qualifying record - and Denmark finished above Slovenia - coincidentally in the same qualifying group - on head-to-head record, after both sides finished qualifying on the same amount of points too.
