Nah, he pretty much transformed British Cycling, a sport he fully understood, and deserves full credit for that. He's just been shite when branching out into other sports.

Or he just happened to be in charge when a cohort of good riders came through (and then the questions about doping etc).

In a similar manner is Southgate a good coach (creating the culture for success) or did he just get lucky with draws in major comps (which he did)

No, he turned it from a bumbling amateurish outfit into a properly run professional place (there's an argument that it went too far in the pursuit of medals over anything else). I'd say lottery money was more important in allowing that to happen that the athletes. We've always produced decent cyclists but they never had the structure in place to help them excel unless they were truly exceptional especially on the road.
