Err if Bolton only spent what they got they'd be fine. They're boned because they spent so much more. We have largely spent what ee got, or offset previous debts. This is the thing. Either:
He's doing it deliberately and is a weirdo getting his kicks on a wind -up. In which case ignore him and he'll go away.
He's genuinely just very stupid, in which case responding to him is basically bullying an easy target.
He's genuinely got learning difficulties / mental health problems, in which case giving him stick could genuinely do a lot of damage.

You can say he could just leave the forum. But a) why should he? He's got just as much right to be here as everyone else. b) Maybe his problems mean that level of analysis and rationality to recognise that and leave is beyond him.

It's all fun from behind a keyboard being shitty to someone who's behaving like they've got some fairly serious problems. But if they genuinely do, it's just plain damaging. I have to speak to people with such problems through work and they just don't always have the thick skin, sense of perspective and ability to deal with this crap that most of us do.
