You are missing the point that they announce it to the full minute, meaning the exact time added on could be anywhere between 4mins and 4.59 seconds + any of the additional stopages.

Refs aren't only allowed to add a total of time that adds up to whole minutes until any stopages in stopage time.

If they say a minimum of 4 minutes additional time, the game can go on further than the 4 minutes.
