Well yes actually, it's very easy to enforce. It's the home end. If someone is wearing the shirt/coat etc of the opposing team, then the stewards have the right to remove them from the ground, and if need be, ask a police officer to accompany them when approaching the supporter to leave.
Fact is, this happens at EVERY football ground in the Premier League, and at the end of the day it's bums on seats and money in the coffers. If they don't cause any trouble then it's fair game. If by some miracle we stay up this season, then plans will be put into overdrive to expand the east stand to bring the capacity to 30,000, and then all the extra away fans and fairweathers will be happy.
