The academic in question was saying that it isn't really anything organised anymore, and that a lot of modern trouble is simply cocaine fuelled. This just ramps up anger/emotion and gives extra false confidence.
There was a great suggestion about copying one Brazilian club that had bad hooligan/cocaine troubles...…..they recruited loads of mothers (middle aged +) from the local community and made them the stewards down the front. Apparently it massively calmed down the fans and trouble
