Because you can't tell if they're going to be the same as last year or wildly different from last year unless you do the survey!

I'd h8 to put words in the OP's mouth but I think the implication is that if you're going to spend time, effort and money canvassing people's opinions, you should probably act on what they're telling you otherwise the exercise is a sham.

Depends what the figures show - if they show that the majority are largely happy then similar results are a vindication that the policies in place are fine, and that things aren't getting worse.
