I never understand the "encroaching" rule.....surely if you're scored the penalty then why should it mater if a player has stepped into the box before its kicked? I would guess it’s because it wasn’t a judgement call, like an offside decision, but rather a clearly incorrect enforcement of the rules.

In this instance its because it was an English player who encroached and in theory could have distracted the keeper hence a re-take.
