Might be a. Few reasons
1. The definition of North or South is relative, the line needs to put 50% of teams in each section
2. Seeding needs to be taken into account
The draw looks pretty clearly divided with a small number of oddities. Northampton v Blackpool is much stranger than Pompey v Derby, Rochdale v Cov looks borderline and both Rotherham v Cambridge and Bolton v Burton are also possibly 'wrong'

Appalling camera angle. Reminded me of the switch at White Hart Lane from the almost Sensible Soccer birds-eye view to the pitch-level camera, a couple of years ago.
