I'm sure you are right but as there is no legal requirement for the club to undertake such monitoring they could have told that body to take a hike. That is particularly the case if is the idiots at RBC. What have they done to help the club/supporters recently? And who needs whom more? It may or may not be Reading Borough Council, the FA, the Premier League, etc etc - or someone else , but I very much doubt that this is something that RFC would be doing for their own benefit.
Who can say? If this were true, I would prefer that RFC tell this mob to take a hike.
