Surely it's the FAs of the home side that would negotiate it? (assuming you mean the 2010 WC qualifiers)

Historically yes - perhaps they're now asking what supporters want.

Nope - the rights for each away game are owned by the host FA in that country, so are sold individually.

Their contract is for home competitive games, and its the home friendlies they have first refusal on. Only if they're not bothered about covering one then it gets touted around other broadcasters.
