From the middle of April, people who have tickets, but can't now go, will be able to offer them for resale, so there should be tickets becoming available. Sponsors will also be returning tickets right up until the start of the tournament.

It might take a bit of time and persistence checking and re-checking ticket availabilty, but getting tickets for most games should be possible.

I think safety will be OK, as long as you are located in one of the many safe areas - the centres will be swarming with fans creating safety in numbers, and there's going to be much more security than usual. And even then, the city centres aren't quite the basket cases they were just a few years ago. Even Soweto welcomes tourists these days.

Staying outside those safe areas though would be very risky. The option of staying a few miles out from the centre, and travelling in, isn't a viable option.

Accommodation is ridiculously priced, partly through greed and also partly through FIFA advising everyone to charge 5 star hotel prices, as that's what FIFA regards as normal. Internal flights have apparently dropped in price a bit, mainly because the airlines were being investigated for price fixing. Other forms of transport are difficult. FIFA has apparently block booked all the tourist seats on trains during the tournament, which only leaves the prospect of taking buses between cities for those not willing to pay £300 for an easyjet type internal flight.
