I'm sure people would react exactly the same way with any other professional publication/website. Photography isn't always about getting the perfect image. It's sometimes just about getting an image good enough to support a particular story. This may well be the best the photographer could do given the circumstances. It might have been taken by an amateur and is the only photograph available.
